Make sure your isp is not throttling you and you do the usual stuff to increase your speeds such as changing download region and checking any pc settings or if your connection is limited.
Steam can max out people on gigabyte speeds and it's not on their end almost always.
What used to take me 2 minutes to download mods, now take 20 minutes. And this all seemed to happen within only the past couple months or so.

My isp (one of the largest in the UK) was caught doing this.
download is good, upload is not so good.
to get the best out of your connection you really want 1/10 ratio or better from upload to download
so 10 up would be good for a 100 down
its not terrible, its just not optimum.
Is that upload speed the reason i'm having slow downloads of my Workshop mods? I mean i'll call them. I'm supposed to be getting great internet from those thieves.
id say probably not. like if it was 1up and 200down then even though its upload not download it can start messing with everything internet related. i only mention this because i had an issue for a few hours and speed test was reporting all fast , other speed tests were reporting issues and my own eyes i could see things were not right like voice chat cutting out etc.
Both can slow you down. :)
Speedtest said 802 / 170
Downloaded Borderlands 2 (13.2GB), it peaked at 100MB/s for the first half, but spent the second half of the download bouncing around from 40-80.
(NE US, Xfinity, M2 Mac Mini on wifi. I tested on the Mac because it's got better wifi than my PC.)
What country are you in?
Try changing Steam Download region to an adjacent country.
I.e if located in Europe, try Germany, Greece, Italy, Romania/etc.
If located in the USA try another region of USA, I think there are several to choose from.
Please tell me if that helps, or not.
yup that worked, jumped to 40 MBps once I tried changing to another country, every east to central server is slow, definitely an isp issue, Thanks for the recommendation.
