Even if the depots had not changed ever since (and they have) it's still far from a whole year of not notifying updates...
There's another game released this month that shows no updates for 20 months that is also missing this "Latest update" info box, despite pushing out announcements and updates.
Even if that is the case, the "The developers have not communicated any updates for over a year." notification does not make any sense considering the game was released only a month ago.
Yeah, basically, because the Latest update info box is missing, the code is stuck with a date that breaks the system. Just another feature Valve rushed out without testing it adequately first.
honestly, one of the things I hate when devs do this is never actually use steam to communicate anything, instead forcing you to go to external sites to view patch notes or talk to them at all.
in the forums it seems the dev does not keep track at all about what they fix or add on an ongoing basis, so its likely they didnt do something most other devs would have, less a steam problem more solo dev not doing something they should have.

It has nothing to do with where the developer is informing you of updates. One of the affected games posts its updates on Steam. The problem is purely that these developers do not have a "Latest update" info box. I couldn't tell you the specifics for why that is, but the problem could have easily been identified and a solution created had Valve tested for the absence of that information. Honestly, the absence of valid information when that information is expected, is one of the FIRST things you test for. So no, it is not an outlier that would happen regardless of testing. It is a bug that is happening because testing was not conducted.
