It could also be a duff content server. Easiest way to tell is try several different download regions. If it improves significantly with a change, then it's a problem on Valve's end. If the trickle continues, it's a problem with the PC, and likely not with the download itself but the decompression, etc., write cycles.

1) your CPU
2) your disk IO
3) your anti virus
4) your ISP
Choose one because it’s not steam
Try a few random ones
Works every time

Steam is just poorly coded
Ask your ISP anyway!
To rule out damaged network card, try to use a 2nd, add-on PCI Express LAN card, or use a USB WiFi adapter that is known to work.
IF 2nd LAN card and/or WiFi adapter works, there is your issue. :)
Sometimes, when the motherboard built-in LAN card fails, it fails totally - but sometimes not - it might appear to be fine but cause packet loss, slow speeds/etc if used. :)
If its local than why Origin, Ubisoft and any other platforms I download than I get full speed but not Steam? I don't see any logic in this. Why would I change lan card or adapter that works perfectly fine, just not with steam?
Also, what kind of Internet is this? Fiber/optical, ADSL, 4G/5G cellular, or something else?
What is your WiFi router and/or cable modem brand & exact model(s)?
Could be a router/modem issue too. (Unlikely but possible)
i am sure if they do a speed test it will be full speed...
there is the other download thread you need to find... it did have
some answers that the people with this problem found helpful...
NRK has already said he gets full speed from other company servers....
try changing steam servers to other countries...
And AGAIN steam can destroy your connection
