Why the game keeps downloading even I have paused for its download???

I had paused the damn COD update while playing other games but it kept resuming automatically 5 to 10 min after I paused it. What wrong with it?

Your anti virus is likely killing the download. Whitelist steam in your AV or disable it

It seems the op wants the download to be killed, though.

It is difficult to tell Steam not to download something. Once I've started downloading Steel Division 2 just to check what is the size of the game, paused it and started playing something else... just to find out that steam un-paused download and SS2 is on my disk. And for me this is bit of the problem, since I'm using internet via gsm and Im limited with monthly transfer.

Just follow Satoru's advice, that should keep the download paused:

In Settings > Downloads turn off 'Allow downloads during gameplay'.
