Only CS:GO/CS2 has Veteran coins.
Valve only started counting hours/playtime in 2008. Nothing exists before then.
The 10 Year Veteran coin was release during the Dec 17, 2018 CS:GO update...

The 20 year Veteran coin won't happen until at least 2028, if Valve adds them. This year would have had the 15 year coin but Valve didn't add that.
Steam itself has no Veteran coins.
Then you would know it's only been 15 years.
