To answer your question, no that's not possible, but you can refund a game for the sake of buying it again cheaper, as long as you are eligible for a refund (less than 2 hours of playtime and less than 2 weeks since purchase).
You never get refunded the difference. It would always be a regular full refund and repurchase, assuming you have not played it more than 2 hours and not owned it longer than 2 weeks.

Also, depending on the game, there might be other shops as well. Steam isn't the only place that sells games with sales.

I wonder what game? Because it wouldn't be impossible that your expectation that it go on sale might be wishful thinking.
At any rate sometimes you have to make a decision, is saving a few dollars worth waiting?
And what I mean is a $60 game, at 50% off, ok you save 30 dollars. How much hassle and waiting is $30 worth it to you? Days, weeks, months? How long does it take you to earn 30 dollars? People seem to get hyper focused on sales, and sale prices. But in the grand scheme of things $30 might not really matter one way or the other.
If you want a game badly enough, maybe the full retail price is worth it. Especially if you play it a ton before it actually goes on sale.
All that means is that they refunded a game they purchased at a higher price which then went on sale a couple of days later.
As long as they are within the refund limits, although exceptions can be made if outside of the limits, they are refunded the original purchase price and the game is removed from their library.
Once everything is finalised they can re-add the same game to their cart, click confirm and purchase at the sale price.

We do not consider it abuse to request a refund on a title that was purchased just before a sale and then immediately rebuying that title for the sale price.
