Well the notification says the payment is pending on my bank account. Well on the bank app that this payment is pending to be given to paypal but since paypal has no record of this transaction it should not be debited. I will keep an eye on it as these notification is always ahead of the actual debit on the account.

If the order there, saying pending, it means still processing your order as they didn't get your money yet from your bank, which either A) turn into complete meaning they got your money, or B) Failed which your money is on loop back to your bank, and depends how long your bank to take to update their statements.
Some banks will delete transactions as if your money never left the bank, if they got the money loop back, or refund within 24 hours.
There is no breach, and I wish people learn to read.... I keep it simple what story is.
"Hackers" claim they got information, the leak information is just OLD expired 2FA codes get via SMS you get from your phone service providers, like comcast, rogers, or etc... There was no breach on Steam end at all.
