Paypal purchase does not go through but debited

I tried to buy Witcher 3 and it was in my cart and I paid for it but it never went through and I did it again without realising I was debited twice which is my fault but it looks like neither payment went to Steam. My account has been debited twice. I checked help support but this problem is not listed. What do I do?

First, you check the status of your transactions. At least one of them should be canceled (with the other pending). In case of canceled purchases, you wait til PayPal finishes back-processing the transaction. In case of pending purchases, you wait til PayPal (also Valve's payment provider) finishes processing the transaction.

The game that I tried to purchase isn't there just an older one I got some months back. The sale never went through.

then steam doesnt have your money and you need to go talk to whatever the payment method was.

It's paypal and it shows the payment was made to Steam. I got the notification on my phone when I made the payment. So paypal obviously debited my account for Steam but steam does not have it because the game never left the cart

That is odd. So hmm not sure now what to do then. Contact paypal I suppose but they have never done this before, I mean they list where they money went and it shows that it was to Steam. I have to check if there was an issue with paypal today.

I logged into paypal and there is no payment at all for today. So the notification I received is false? WTF is going on. Has this got anything to do with the recent breach?

Well the notification says the payment is pending on my bank account. Well on the bank app that this payment is pending to be given to paypal but since paypal has no record of this transaction it should not be debited. I will keep an eye on it as these notification is always ahead of the actual debit on the account.

The charges were removed. Now the 64k question do I try to buy the game again or wait some more. The offer expires on 25th of May and I do want the game.

buy it using another way, and not paypall, or buy it on GOG

Contact Steam support and tell them you are having an issue purchasing the game.

If the order there, saying pending, it means still processing your order as they didn't get your money yet from your bank, which either A) turn into complete meaning they got your money, or B) Failed which your money is on loop back to your bank, and depends how long your bank to take to update their statements.

Some banks will delete transactions as if your money never left the bank, if they got the money loop back, or refund within 24 hours.

There is no breach, and I wish people learn to read.... I keep it simple what story is.

"Hackers" claim they got information, the leak information is just OLD expired 2FA codes get via SMS you get from your phone service providers, like comcast, rogers, or etc... There was no breach on Steam end at all.
