There was a thread about that not so long ago which could answer all questions you have for year old practices which you have not noticed so far...
It depends on what you consider as "count". If you write a review it won't affect the review percentage but that's where the differences end. It is just as visible to other store/review page visitors and they can still mark it as helpful or not.

Its silly

All it does is show that people have no faith in the product they created and shows the extents them and Valve will go to even if it negativity affects us

Valve will continue to gradually degrade the perceived value of licenses that have not been bought in the Steam store. This is just a first step.

You'll just have to live with it.

Your review counts towards the score if you bought it on Steam, much like many places. Other sites dont even let you make a review if you didn't buy it from them, but you can still review it & others can include non-steam purchase reviews if they want to when looking at reviews.

It's been like this for ~7 years, its just that the whole icon thing is more visible now.

More like Valve has liuttle faith in dev/pubs.
The primary aggregate they use is the aggregate of opeiople they KNOW paid for the game.

If someone has played a game their opinion is valid no matter what.

Blame devs that would hand out keys for positive reviews. That's why Valve implemented this measure.

It's still valid, only doesn't affect the review percentage. That's also a thing on GOG, mind you. Reviews are only marked with text saying "Verified owner" instead of a star. And there is a separate rating labeled "Verified owner rating". Steam is not the only platform highlighting reviews from people who bought keys on their own platform.

And it is. Whether you buy the game from the Steam Store or redeem a CD key- you can leave a review of the game with your opinion of the game, that other people can read and decide if what you or any other reviewer has said makes them want to buy the game more or less.
The opinion still counts.
The overall review score is a seriously shallow metric to judge any game on.
If Valve did not want people who purchased the game from a CD-Key vendor to share their opinions - those people would *not* be able to leave a review at all.
And yet- they can. And do. The only thing that it doesn't count toward is the basically useless "overall review score" at the top of the page. And this is not new. It has been this way for years upon years.

More like bad actors are the reason we can't have good things. Developers abused free keys to get good reviews thus Valve implemented restrictions years ago. Most of the restrictions are also due to either the users or the developers abusing features Steam provides.

That's not how this works. As said, other places don't even let you write a review if you didn't buy the product from them. This was done as many instances people were being given free games for a positive review, in other cases they'd send them something for doing so; always a sort of bribe for a positive review to get something for free.

This is why many stores make a person unable to review without it being purchased from their system. Else, they mark either a verified purchase or lack or being verified as a purchase.

If people want their review to count toward the score, they can buy it on Steam if they care about that more than enjoying the game.

They are free to leave their opinion where they got the game where they are able to validate you paid for it. Its been like this for 7 years and it was done to combat developers being able to give away free keys in exchange for positive reviews.

Yes, but that's because Amazon really cannot know whether I have purchased something or not, unless I've purchased it on their store.

When I purchase a Steam key somewhere else, and redeem it, Steam KNOWS that I own the game.

All they know is you were given a valid key, nothing else related to it.

Given a lot of the times 3rd party keys end up being revoked for being obtained via fraud from a certain 3 letter site, verified purchases paid for on their store makes more sense.
