Pricing is done by the Steamworks partner, not Valve.
India has their own currency supported on Steam.
Nepal is in the USD_SASIA, a discounted USD price that Valve does suggest lowered prices for.

It kind of is, because valve sets the region, but the developer/publisher, sets the price they want, or in the case of many smaller less profitable regions , they don't set a price and it stays at a default.
A default that may not reflect the actual purchasing power of the country.
So, the way to go, would be talking to the developers/publishers, as they are the only ones, who can adjust the prices to your country.
It's a sub optimal system.
