We don't. No one could tell if he's honest or a thief.
While the owner is contacting Support to get his account back the thief could easily sell it to another unsuspecting, unaware person who -along with the original owner- will find his newly bought account closed, while the thief will run away with the money scott free.
I don't know Steam's specific policies on this but Ebay's seem pretty clear.
