It's perfectly ok (according to ebay rules) to sell digital accounts. Ebay changed their policies to allow this.

It is against the ToS for Steam ' You may not sell or charge others for the right to use your Account, or otherwise transfer your Account, nor may you sell, charge others for the right to use'

Or he needs a money to buy a piece of bread.
How do you know?
(And actual owner would complain to Valve.)

We don't. No one could tell if he's honest or a thief.

While the owner is contacting Support to get his account back the thief could easily sell it to another unsuspecting, unaware person who -along with the original owner- will find his newly bought account closed, while the thief will run away with the money scott free.

If you look at ebay uk, there are over 30 accounts for sale.

Doesn't just happen with Steam. Lots of brand new Xbox One games are sold "digitally" by sharing it with an account then selling the account on. It's almost piracy and I can't believe eBay condone it.

I took this up with Ebay earlier this year. See below.

I don't know Steam's specific policies on this but Ebay's seem pretty clear.

Last year our digital delivery policy has been revised and as the policy any member can sell game account or game digitally.

lowestformofwit 17:48:30
So, in this example, a seller buys the copy of the game digitally then resells 14 copies of his digital purchase for profit and that's acceptable to eBay?

Mikey Johns 17:49:32
No, this is not the case I will clarify more.

Mikey Johns 17:50:46
Actually the member is selling the online game which can't be accessed offline, that means without the access details no one other an access it.

Mikey Johns 17:51:24
Copy game is still not allowed to be sold on eBay.

lowestformofwit 17:51:29
No, its not an online game. he is also offering to sell anything in his digital library, online or single player games with no online connectivity.

lowestformofwit 17:52:12
he is creating a fake user account to pass to another person to sell on his digital purchase.

lowestformofwit 17:52:25
14 times

Mikey Johns 17:53:42
But that is allowed as per our revised Digital delivery and virtual item policy.

Any member can sell an online gaming account.

Ebay, the company that sold human organs until people had a fit.

Yep, as long as eBay gets their cut they couldn't care less.
