Is there a password protection or restriction to download or buy games

My brother and I share the same computer to play steam. But he is 11. He keeps downloading free games and it takes up space on my hard drive. I have final say on what goes onto this computer and I think I linked his account to mine. Is there a way to put a password on downloads to stop that? Like on macs theres a admin password in order to continue. Same with nonfree purchases. I forgot the security measures for purchases, but from what I recall, it's fairly easy once you've save your card to your account. Any added measure to take?
