No that wasn’t Steam support. That’s somebody impersonating valve staff. Actual Valve employees don’t require permission to do that sort of thing.
Follow steps 1-6 to secure your account:
1. Scan for malware https://www.malwarebytes.com/
2. Check that the email and phone number on the Steam account are still yours.
3. Deauthorize all other devices https://store.steampowered.com/twofactor/manage
4. Change passwords from a trusted/clean device.
5. Generate new backup codes for your Mobile App https://store.steampowered.com/twofactor/manage
6. Revoke the API key https://steamcommunity.com/dev/apikey (there should be nothing in the APIKEY)

If you were contacted via Discord or email or any other system that wasn't the Steam Support ticket system, then you were conned.
Make sure your account is secure and do not use your login data outside of the official Steam.
Make sure you are educated on phishing and other social engineering scams.
Secure your account (see post #2) and edit your profile to remove the fake ban message.
