Не могу покупать подарки с баланса кошелька Steam — постоянное ограничение?

Здравствуйте!
У меня возникла проблема с покупкой подарков в Steam.

На моём кошельке есть средства.

Я хотел купить другу игру в подарок (он в том же регионе).

Но при попытке оплаты появляется ошибка: «В данный момент покупка с помощью выбранного способа оплаты невозможна».

Поддержка сначала говорила, что подарки можно покупать с кошелька Steam. Ранее (месяц назад) у меня уже была такая же ситуация, и тогда сотрудник поддержки «обновил аккаунт» — после этого подарки покупались без проблем.

Сейчас я снова обратился в поддержку, но мне ответили, что на аккаунт наложено общее ограничение на подарки, и «поддержка не может его снять».

При этом ВСЕ другие способы оплаты недоступны (появляется то же сообщение об ошибке).

В итоге получается, что мои деньги на кошельке можно тратить только на себя, а подарки купить невозможно.

Хотелось бы понять:

Это действительно глобальное ограничение для всех аккаунтов в моём регионе или только для моего?

Есть ли официальный источник/правило, где это зафиксировано?

Сталкивался ли кто-то ещё с такой проблемой и есть ли решения/обходные пути?

You need to use a bank debit / credit card to purchase Gifts on steam. That is the only thing you can do. Wallet funds can not be used for gifting.

they dont have to state it officially. we have seen what is going on. accounts are being restricted from using wallet funds to purchase gifts.

either contact steam support to ask them to review the restriction on your account, or use another form of payment.

You can still purchase gifts and send them to any of your friends if you use a payment method directly to purchase the gift, instead of your Wallet funds. You are free to use your Wallet funds toward making purchases for your own account.

Steam Support is unable to remove this restriction.

That's the point, none of the payment methods except the Steam wallet work, I've written to support about this many times, but they don't want to sort out the situation, although support updated my account a month ago so that I could buy a gift for a friend in the same way.

Then please explain why a month ago the support made concessions, but now they don't, what could have changed in a month? I repeat, any other payment method except the Steam wallet is IMPOSSIBLE!
