Contact Steam Support.

And fix the cooling of your laptop. Clean the vents of it for example.

Steam Support can't help. It's obvious by the op that it's a tech issue with his machine.

Support won't touch that with a 100 feet long pole

1. Uncheck the ready to play filter
2. Replace the defective drive
3. Reinstall all games

You library literally doesn't care whether your box works fine, blows up, melts through the floor or whatever. It's stored on the Steam servers, not your PC.

Most likely, you're logged into the wrong account.

He has "ready to play" ticked. So it could be the correct account but Steam can't locate installed files. Error due to the crash?

Edit: Or is the lib rly empty? I don't know

consider a laptop cooling fan it sits under the laptop
As others have stated the first thing to do is uncheck the ready to play icon and see what it shows

Their library is empty when it shouldn't be. That is a Steam issue. Thus it is something that Steam Support has to touch.
But OP should remove the "ready to play" check first.

Local issue Steam Support can't help with, especially since the account shows the games on it.

Time to check for install corruption and repair time. Could be as simple as clearing Steam Cache, could be more complex as drive damage so bits lost.

The library isn't nescessarily empty, its just not seeing installed games which usually happens when a PC crashes and gets corrupted. There are 2 options and neither is something support can handle

1. He logged into wrong account
2. His steam install folder got corrupted and he needs to address that.

Make sure you don't have your library on hidden or your in a separate area like soundtracks, causing your games not to be listed. It sounds dumb, by my nephew did that once.

Sounds like somehow you logged into wrong account then. What does it say when you check your purchase history? https://store.steampowered.com/account/history/

If its showing no games there then you most likely logged into a wrong account

If it was the right account the games should show as uninstalled, not missing. Verifying the account history is the next step as that is not tied to the installs and would help verify at least. Are you posting from the client or the web? The account posting does look like it owns games, so if you go to your profile does it show you own games there?
