Delete game from library
Is there a way to perinatally delete a game from my account?

you can hide it from view like its been deleted

Click on a game in your profile click arrow to the right
at the last one at the bottom>select I want to perminently remove this game from my account.

The thing is we can actual ask for it back sometime as they are still stored in Steam database.

It is only an advanced hide.

You can restore it at any time by opening a ticket with support and asking it to be restored.

Once purchased, a game license is permanently attached to your account.

Even if you refund and then later repurchase the game, the refund simply deactivates the license and then the repurchase reactivates the license.
