Hi i have been trying to add funds to my steam wallet for a couple weeks and it keeps say (title) i contacted steam support and they said its on my bank side and i contacted my bank and they are not holding funds is there anything i can do please help.

Type of card? Visa, Mastercard, AMEX...

Is the full billing address correct?

I frequently seen guys said to change "Mastercard" by "Visa" to fix this issue.
(Never tested, i use only Paypal)
