How do I delete Steam and keep the games I've purchased?
Just that. I"m tired of it sucking up my system resources and 'updating' every day. I only got a Steam account to purchase a game, it has no more developer support so no reason to keep Steam on my computer.

Steam is pretty much the DRM of every game on the platform. What you are asking for is simply not possible in a legit way.

Like ever.

The steam client does not update every day. If you don't want frequent client updates, then don't be part of the steam client beta
That's why there's GOG

Unless the game can launch without Steam, you don't.

One thing you can do to currently mitigate some of the client's processor usage is going to:
Steam Settings > Library
and enable the following:
• Low Bandwitdh Mode • Low Performance Mode • Disable Community Content

A few games on Steam are DRM-free but most of them either use Steam DRM or another.
All your games are tied to Steam so when u log in .
Have a look in Steam Settings>interface tab>right at the bottom over on the right>Disable>Notify me about changes and additions to my games, new releases and upcoming releases.
Try uninstalling unused game/s then they wont update.
Disable the setting in Steam>settings> Notifications. Some of those apply.
