Steam Gift🎁

if I wanted to gift a game to someone on their Steam account for example a game that is not available in there region such as the last of Us part 2 will they will be able to receive the gift or if I gift it there will not be able to accept the gift and I cannot have my money back

Banned and Not being Sold are 2 different things.

Also depends on the price, if the difference in price between regions is 10% or more, then you cannot gift across regions.

You also need to have the user on your friends list for at least 3 days.
