my friend lives in the middle east/ asia and i live in greece and i wanted to gift him a steam gift card (digital) and i dont know if its allowed for him to redeem it or not. i dont want his account to get banned so im not sure, any help?

It's allowed yes, send it directly through Steam and the currency will be converted to his.

you can gift digital cards with no problems. if he was not allowed to redeem a digital card, the system would simply prevent him from doing so or prevent you from sending it in the first place.

they only possible thing that could cause a ban is if either of you is using a vpn to mask your actual location or have your region set to a different region then the one you actually live in.
