Can I get a refund if most of my hours were during a free weekend?

I want to refund V Rising as my pc just isn't good enough for it anymore but I have 26 hours on it, 25+ of those hours were during a free weekend on Sep 12, 2024, but steam keeps denying my refund request.

If your stats where similar to what you're saying then yes you should be able to refund, just make a manual ticket, when refunding try looking for any option that will allow you to write the reason yourself, then write the problem, this way a real human will actually see the request instead of a bot that will automatically denies your request based on stats.

ownership is irrelevant for playtime

the refund policy is for making sure the game works, not a satisfaction guarantee.

Keep in mind that the first answer you get from Steam Support will be the final answer. With 24 hours played in a free weekend, that answer is 99% going to be "No."

ALL playtime counts.
During the free weekend, you had owned a temporary license, so you did own the game if only temporarily.
Free weekends, Family Share, and previous ownership ALL counts towards total playtime.
