Tuesday maintenance is usually held around 3PM Pacific Time, when Valve is still at work but right before they leave for the day.
Steam Downtime and Server Maintenance
No matter what time they do it, it will be primetime in another location.
That is Tuesday afternoons east coast US time.
Just because you think it is peak hours doesn't mean it is.

Calm down. I'm prone to anger but this is the most minor inconvenience and it's their job. It takes less than an hour and you'll be fine.
Because it is, in fact, the time when the LEAST AMOUNT OF PEOPLE are using steam
its not 'prime' time. Its in fact the most 'boring' time on Steam
They just don't like the fact that it happens when they are trying to play.
