I thought steam removed 2-3-4 pack bundles?
I remember when you could buy 2-3 or 4 copies of games in a bundle on certain games. One for you and the others to give to friends ( I think L4D2 did it at one point ).

I just went back and visited the store page of one of my games ( Super Hexagon ) and it still has a listing for "2 pack".

Gonna assume this is just a thing the game devs forgot to remove or if older games are still allowed to do it??

No new ones can be created, but Valve didn't remove any existing bundles.
The legacy packs are still available if the dev/pub didn't remove them but new packs can no longer be created.

Note: It is not possible to create packages that grant multiple copies of an application (e.g. "4-packs"). While there are legacy examples of this on Steam, they are no longer being created.
