STEAM been so glitchy lately

So recently ive been havin issues with steam. 2 big issues ive been having is steam cloud saying it cant sync. the other being me having perfect internet and being able to browse store yet when i download a game it says no internet connection. plz help.

I have one gig internet and I'm using the steam beta and it's working fine.
