Why is that such a strong genre on the Steam store?

One, there's thousands & thousands of games added each year (19k last year). Something can be incredibly niche, but still get 5-10 games. (which you'll see, if you have a few "friends" who look for them).

Also, Japan doesn't have the same anti-Nazi feels that US/europe does - I've seen articles in the past about Nazi-themed cafes; and cosplay people dressing up in uniforms/etc. So I wouldn't be surprised if a few Japan-sourced visual novels went that way.
There's a whole sub genre of exploitation films, especially from the 70's/80', set in Nazi concentration camps. It's long been a thing and doesn't mean people are condoning anything.

You know how clickbait works? The most outrageous, emotionally triggering topic or thumbnail tends to get clicks. (Also butts. Butts get clicks.) They're just engineering human nature, manipulating our natural tendencies for engagement reasons.

The best clickbait is more subtle and manipulates our emotions in a way that we don't notice, so we click and only realize we fell for it after the fact.

When someone wants to clickbait and get engagement, but they lack any subtlety or tact what-so-ever, you get things like "Furry Nazi Milfs", and such.

Funnily enough, as someone deep into the anime eroge niche these are pretty despised in the servers I frequent. It's somewhat an unfortunate timing for them, one of them released about the same time a big eroge title was banned on here.
So the joke in those servers is that Steam would rather have that than say Dungeon Travellers (sold in stores like Walmart 10 years ago) with no erotic content whatsoever and an ESRB rating.

The state of anime games on Steam is that it's a roulette, so it's not surprising some of these get through.

It's a bummer they give some games multiple chances to alter their content and some none too.

Really miss the old days when I first got into eroge playing the all-ages cuts as they, at the time, were serviceable standalone experiences. Nowadays they're cut to smithereens haha.
The downfall IMO started when they retroactively banned A kiss for the petals like 6 months after release.

I do wonder sometimes with all the talk about credit card companies withholding funds from Japanese eroge makers, maybe Valve knows something we don't know, and being the largest and most visible PC games distributor they're trying to get ahead of something regarding all that. If so, a bit more transparency would be nice.

Sure, Visa and Mastercard, lets block the Japanese games, but "Vladimir Lenin and Richard Gere's Adventures with a Gerbil in a Tube" is A-Okay.

I personally do not think they're as troubling for Valve as they are for other stores peddling eroge.
It feels more targeted towards Japanese companies, like that dating site and all the Japanese stores.
Maybe it's a series of coincidences and a matter of how its framed, but yeah.
