Steam client forcably snaps to screen edge regardless of windows settings

One of the new steam updates seems to have made it that the steam client agressively sticks to the edge of any monitor or screen it gets near, and it's painfully difficult to unstick. there's no setting in steam to toggle, and all snapping and multitasking settings are turned off in windows already.

There are already multiple discussions on this topic but steam hasn't deigned to respond in any way to any of them
