The hardware survey doesn't need to offer incentives for an optional thing most people will never see or agree to.
If a game does that, that is because the devs want to, but they don't have to.
Surveys exist in the real world as paid items where you collect points to get "prizes". Steam points cost Valve nothing. It is not like he is suggesting free games, just maybe 1000 steam points would be reasonable.
Or how about a special points shop item instead? A "survey completed" sticker.
Or whisper it - a badge?
