Does giving a thumb-down on steam reviews do anything to them?

Just to be clear, I'm talking about the thumb-up/thumb-down each steam users can give to a review at the bottom of each review, I'm not talking about how reviewers can give thumb-up/thumb-down to a game in their reviews.

You can't see how many thumb-downs a review get and it's not like thumb-downs offset thumb-ups a review get, so what's the point of that thumb-down button?
