Also keep in mind that the main business or mailing address of a developer may not tell the whole picture. Many studios, including indies contract out for work done with other companies and individuals - including those in America and Russia.
Pretty much every other major developer/publisher to my knowledge are Canadian(Ubisoft) or are Japanese(Capcom and Sega).
A lot of indie devs are from the US, but not all of us agree with what the government or... a lot of people on steam from our country are doing....
