Buying on day one is the main issue with this.
Also everyone assumes that their computer will run the game with their current settings, when that might not be the case.
Valve/Steam doesn't have to do a thing unless perhaps the game is broken or is secretly mining bitcoin or doing other non-game things.
Players like you are the main reason why developers are so ♥♥♥♥♥♥♥ nuts that they release a RAW ALPHA instead of a full-fledged game on release!
Why the hell do you even think that when you buy a game for 70 DOLLARS it should be in ♥♥♥♥♥♥♥ ALPHA TEST.

Stop CONSUMING everything the second it drops, and start ENJOYING it once its aged instead.
Don't buy day one just because the hype train gave you FOMO. And always keep in mind that games are a luxury. They aren't a human right, they aren't made just for your specific hardware -- unless that is, you've opted to buy the latest console -- which if you're constantly having issues running new games, might be more up your street anyway.
Besides that, Steam was originally created by and for a very specific famously lazy developer.
But it's easier to ask someone else to do your job.
