That is where you need to be communicating with valve. They deal with account and billing issues. Make a ticket, explain the situation, wait for reply.
Support will always provide a reply when closing tickets, if your tickets are auto closing then that is a sign your account is compromised
Just want to rule out that possibility.
Sometimes things take a bit longer than we would like, but they can be resolved, and having a freak out rarely helps that along.
I asked if it was one or two charges because it could explain the difference between what you see and what you expect.
If it's two identical charges, it's most likely the first one is a authorization hold tap, the second is the actual payment. You haven't seen the refund because, unlike charges, refunds take a few days to arrive back to the original payment.
As long as your SUpport tickets are open, they will reply to them. It can take a few days to respond and it could be taking longer as they look into the claim. Just be patient and wait for Support's reply. They aren't ghosting you.

Refunds can sometimes take longer. The extra charge is probably just being held for a few days before returning to the account.
It's doubtful an attorney was contacted in the first place. Either way, posting here and standing on a soap box won't help them in the slightest.
You can run your multi-billion dollar games platform however you want.
I think my approach to life is a bit different than yours. And watching you meltdown makes me grateful for that.
