If both of you are in the same region and have the same price then yeah the gifting will work.

No, and trying to bypass any regional restrictions on Steam is grounds for account termination.

You can do that yes, but you will lose some money since there is a tax.

But why would you need to do that?! Turkey and Jordan are both MENA USD region, so you can just gift normally.

Doing this can result in other account restrictions for all accounts involved.

Not if the specific activation requires a Turkish account.

yes pricing is the same we are both MENA USD regions. but the country is different. im in turkey and she is in jordan. and steam says games bought in turkey can only be added to library in the turkey. since this is just a location difference not a pricing region can it be bypassed with a turkey vpn?

Are you trying to gift her an inventory gift? If so then I guess you can't do much about it, trying to fool the system using VPN can lead to risking your account so refrain from doing that.

You could always just send a digital gird card and she can buy the game herself.

No. A game gift directly from the store. But they all have the same activation restrictions in this case.

Well I never heard about such gifting restrictions, try gifitng them if you haven't already, if it failed then I guess you could just send a digital giftcard as mentioned above, but first make sure to check if those games were available in Jordan to begin with, they might be banned there which could be the problem

Do not use a VPN to attempt to by-pass restrictions, you will not like the result.
