This is the steam store, not the PS network. So no? When you buy a license for a platform, you don't get it for other platforms. The world always worked like this...

Purchases on Steam are not cross platform with PlayStation. And purchases on PSN are not cross platform with Steam.

Pretty sure the only cross-play system like that is Microsoft's, between their PC store and their XBox store. Because it's their games, on their stores, on their platforms.
