Games obtained through free giveaways on Steam like HL2 for its 20th anniversary do not drop cards, correct.
CS2 went F2P and they stopped dropping cards through play time and can only get drops from making in-game purchases of at least $9 to receive 1 card drop. This means you can get an unlimited amount by spending $9 to get 1 drop and on and on...
or just buy them in the market.
