Why do some games not give steam cards even though they claim you have some to obtain?

There are games that ive played for at least 10 hours and I still have not obtained a single one. I heard some games dont even give cards anymore, is this true?

To clarify, I am playing Chips Challenge 1 for example and it says I have 6 cards left to collect. Ive been playing for 7 hours for that game and I have not gotten a single one since. Most other games I would of gotten all of them for just playing them only.

CS2 went F2P and they stopped dropping cards through play time and can only get drops from making in-game purchases of at least $9 to receive 1 card drop. This means you can get an unlimited amount by spending $9 to get 1 drop and on and on...

Chips Challenge 1 is a game that went Free2Play on Sept 21, 2020. If you bought the game before this date, you would get about 3 card drops. Now that it's free, you don't get any free card drops from playing the game.

If you want the badge for this game, you'll have to trade for the cards or buy them from the market.
