I Cannot Purchase Products Using Only a PayPal Balance - I Need Help with This Issue

This is messed-up. The Steam team is not letting me use my PayPal balance only to purchase products.

Probably because it's trying to go to a checking account as your fall back. Valve does not accept checking accounts as a form of payment to my knowledge. If you have a credit card, add that to PayPal and select it as your fall back payment method.
