Gifted games on steam family
If I gift a game to a family member that is in my steam family. Will I be able to access said game?

If the game has family sharing enabled... yes.

As long as it can be shared in the first place, yes. Game must have sharing enabled and must not require 3rd party launcher or account.

The game will first be presented on the family leader's account, and the leader will then have to validate it for all the other people in the family.

This is not how that works. At all.
If someone in the family buys a new game it becomes available for everyone in the family and just shows up in their library.
There is no "validating" by the family leader or similar going on.

I think that only counts for those that have child accounts in their steam families

I have 3 Steam families (different accounts), two as creator, one as a member.
So far every game i bought or that someone else bought showed up at once for every member of the family right after purchase.
Maybe it has something to do with parental control settings, all my families only have "adult" members.

Depends on whether or not Child accounts have parent controls activated for them, and whether or not those accounts have restricted library content. Otherwise, as soon as the game is in one of the members account, it is available for the entire family assuming the game is allowed to be family shared by the publisher/developer.
