Steam Input PlayStation Controller Support does the opposite of what is selected

I have selected 'Enabled in games w/a Support' yet it is never enabled by default for games that do not have PS Controller support, but it is ALWAYS enabled for games THAT DO SUPPORT THE CONTROLLER.

It is one thing when an option doesn't do what it says, it is a whole lot worse when it does the opposite.

Right now the only solution is to select 'not enabled' and just manually enable Steam Input for games that need it.
