There is no issue, aside from you not quite understanding wallet funds aren't money. Money-like, but until you can buy a Big Mac directly with Steam Wallets funds the point stands. Debate it if you want, you should read all the rules and policies governing wallets funds first though.
And you might think the terms are BS, well it's not like Valve invented store credit or giftcards.
