they are not getting much and?
you get trading cards from that game play less then 2 hours dont like the game get refund and nothing happens.
Stop crying cuz they get 3-4 trading cards.
I'm not crying at all.
I got 2 trading cards and then requested a refund.
I don't want to get banned or restricted from requesting refunds because of that.
It's an easy fix. And even if cards aren't worth a bazillion dollers doesn't mean it's not free money.
The refunding system isn't meant to buy 20 games a week and refund them all, I highly doubt that would ever happen.
I play a game, I get Trading Cards, I get a refund for whatever reason, and I keep the cards.
I don't want to get the cards, but I have no choice.
If someone refunds too many times, their account will be flagged.
Then what is abusing?
Requesting a lot of refunds = abusing?
I request a lot of refunds because I like to buy games without a risk.
I buy a game, play it for a few minutes, and if I don't like it, I get a refund.
Or if there's a problem with the game..
That's abusing? I don't want to get Trading Cards for free. I don't want to abuse the system.
I don't want to risk my account. The page says nothing about what abusing is.

However, what "a lot" is isn't well defined.
It doesn't say anything about requesting a lot of refunds on the Steam Refunds page.
The page doesn't say anything cuz then the abusers will find loopholes to bypass it.
Abuse
"Refunds are designed to remove the risk from purchasing titles on Steam—not as a way to get free games. If it appears to us that you are abusing refunds, we may stop offering them to you. We do not consider it abuse to request a refund on a title that was purchased just before a sale and then immediately rebuying that title for the sale price."
I'd guess that if your account is highlighted for constant refunds, and they're all for games that have trading cards, and you're selling all of those cards, then Valve might say that it appears to them that you are abusing refunds. They don't say your account will get banned, just that they might stop letting you refund games.
But Valve and the game dev each get a small cut of market transactions from the transaction fee. So even if someone does this, Valve and the dev will still be making money. Only a tiny amount of money, but still, they'll be getting their cut.
It also sounds like a lot of effort to make at most a couple dollars worth of trading cards per day, so I doubt many people would do this.
