Account Recovery
Make sure you are completely logged out of Steam before you start the recovery process

When doing an account recovery, do not try to rush thru the process. Trying to rush thru normally results in information being missed and time wasted. Take your time and read everything.

Most of support is now outsourced to a call center.
Call centers will often use employees that do not natively speak the language that they are being asked to support. They are trained to look for specific keywords instead. The call center will have an internal wiki that the employee can search those keywords in, then they will just copy paste the canned responses from that wiki.
That is why you will often get unrelated responses. Responses that are just related to one or two of the words that you used, rather than being related to the actual question that you asked.
Also if you are unable to provide what support asks for, they are not going to give you access to an account that you cannot prove you own.
So if there a question you can't answer such as CD key used on account, you TELL them you never used any if never used them, or tell them you don't have them anymore, and ask what other way to provide proof of ownership that simple.
ANY support site will ASK for proof of ownership, this is no different when needing to verify proof.
