Report a translation problem
I mean online games shut down if not successful, and I saw this game failing a mile away so i'm not surprised its shutting down. You got years of content and access with the pack, and you are free to ask WB for a refund
Then you should ask WB for a refund of the purchase you made over 2 years ago. Nothing stops the developer from giving you a refund if they want.
Feel free to file a complaint on their site, post on the forums for the game etc, sounds like there is some merit too it, but nothing to do with steam as far as refunds go. You can also wait and see or talk to a lawyer about a class action lawsuit against WB as unlike many cases there might be actual merit in this case with founders packs to ask for a partial refund.

I can only conclude that a group of children have just become of age and are now finding just how badly their education system failed them.
If everyone would try to get the money back which they put in a f2p game when it closes then those would have stopped existing 20 years ago already.
I mean to be fair this one sounds like there might be a case for a complaint, but nothing to do with Steam. From what I gather some of the founder packs sold you char unlock tokens, but the game closed before they ever released enough char's to even use all the tokens.
So a partial refund isn't unreasonable, it just has absolutely nothing to do with Steam as its not their game. The problem is people expect steam to be the one doing refunds for everyone elses game which is completely unreasonable.
Which, again, is a clear indication of a failed education system. In my day (admittedly, a very long time ago) we were taught useful things, like how to write a cheque, how to pay a bill, how to read a meter, how to wire a plug, how to get a refund and to whom such a request should be made, etc. Yes, a lot of it seemed stupid at the time because it was obvious (to us). But seeing how things are these days, I now know I was wrong. This stuff isn't obvious to far too many people.
Fortunately Valve doesn't need to worry over the most unreasonable customers. You're welcome to go to another store, do the same sort of thing and be gobsmacked you're not entitled to a refund then either. Rinse and repeat until you learn that maybe gaming doesn't align with your values. Then find a different hobby. And every once in a while remember how a whole industry are a bunch of scammers because the industry didn't revolve around your expectations.
