Devs already have the option to set their forums to "owners only" but very few use that option.
Because even if its controvery and trolling its still engagement and engagement is king in todays social media world.
Thats just the sad truth.
Also there are private accounts and you can also set games to private which will exclude them from showing up as owned for that account.
So you would filter out people who legit own the game that way.
Plus Valve´s entire liberterian techbro approach to moderating their platform which basically boils down to " as long as its not breaking any laws we dont care".
Thats just the sad truth about how Steam is run.

Is the icon which shows that you own the game in the game specific forum not always visible, regardless of privacy settings?
Making a game private only will not show it in your games list and the currently playing text.
Now they have this gamified award winning metagame cluttering everything. Because engagement.
The Steam enviroment and the community itself are part of this 'metaMMO' Valve has.
I still like this place. But the levels of tolerance Valve Staff has for certain behaviors in order to obtain engagement are undeniably high.
Marking games private still shows the mouse icon in posts.
will they? who knows?
But there are obvious downsides to locking folk out of forums whose games they don't own on Steam.
Has it ever occurred to you, that making games not suck would automatically solve this?
A filter option is just that. It doesn't lock anyone from posting nor viewing all the posts. It's solely for end users to filter out posts from accounts that don't own the game on Steam should they even choose to use it.
This has been my strategy up to this point, or just avoiding the Steam forums altogether.
