This is a scam. I don´t know actually how it works, but if someone sent you a link to redeem a gift card and it has the same offer name than the one above you should avoid it. Pay attention for the URL as well. There will be "sfleamconmunity" or something like that instead of steamcommunity, wich is the official one.

Yes it's a scam, its been a scam for years. People post it here every day. Its an faq on the steam support website
