few times over the years isps in the uk had dns issues effecting some services and not others..
the virgin media dns issue with steam and certain other sites lasted weeks
when virgin media has its dns issue they posted on the site about it and one rep even posted on the steam forums. it was a select few sites, steam being 1 of them and William hill.
i checked https://downdetector.co.uk/status/steam/ and no one is reporting issues with steam, and my downloads are full speed to the uk steam servers.
When was the last time you rebooted the router? ive had it where downloads go slow to some sites and just rebooting the router oddly fixed it.

My husband and I are having the exact same issue. Internet speeds are fantastic, steam downloads are now impossible.. We're both wired in. Somehow our kids don't seem to be having this issue over Wifi?
no as jeremeyusa is from america im guessing, if you google ppl have been having this issue for a decade
