got a new credit card but can't save it as my payment method

the credit card i just got when i filled its details in discord and Google it got approved even received a notif about it in the bank's app
but when i tried in steam it said the following

"An unexpected error has occurred. Your purchase has not been completed.
Please wait a few minutes and try again.
If you encounter this error repeatedly, please contact Steam Support."

i tried adding the details in another game platform such as blizzard and got the same error which was at least i receive a notif in my sim that i'm gonna pay 1eur to add my payment details to there, unfortunately my card was empty, could the issue be in the money on the card?

It can't issue the temporary verification tap due to the lack of funds? That can usually be the issue.

couldn't contact the support when i was going in tabs of support pages which took me to the page of managing payment details and account details sadly which why i resolved to ask here
