RDR2 Ultimate is a great deal at 80% off.

When accusing X of a crime, have proof of said crime first.

Even a claim of "upto" must in several regions include at least one item being sold at that 80% off within those regions. This is something several Steam sales have failed at.

In my region, none of the titles included anywhere within the promotional page is 80% off -- the highest featured discount is 75%. And that would indeed count as false advertising. It doesn't matter if a specific version of the game is 80% off elsewhere on the site, that specific discounted package must be included somewhere within the promotional sale page(s) for it to not be considered false advertising.

The Police would be the wrong place.

If you have issues with advertising you should inform the trade commission in your country, as they are the ones who might give out the fines related to braking trade laws.
