No, you shouldn't be able to abuse a refund system. Deciding the game is not fun months, or years after your purchase is no one's issue but yours.
How is that fair on developers if they have to refund money they have banked and likely spent just because you don't want the game anymore?
If you're outside Refund policy, you need to make a manual ticket, you visit purchase history, select the item want to refund, and click "I have question about this purchase" and explain why want a refund. It's up to support to approve, or deny request when outside refund policy.

Refund policy:
- Play time no longer than 2hrs.
- Purchase date not older than 14 days.
I didn't enjoy the movie I went to see last night. Am I entitled to a refund?
You can just remove it from your library - than you won't have to worry.

If you want to go back and play it, you can add it back to your library later.

I'm gonna try and get a refund for a meal I had 18 months ago because I have decided tonight that I didn't enjoy it.
Do your research before purchasing, this is just bad for the company. You have 2 hours or 14 days to decide what to do and it is enough.

do you really need more than 2 hours of playtime and 14 days since purchase to realize that you don't want the game anymore?
I bought this book a few months back, and now after reading a couple chapters I think it's boring. Can I get a refund?

Research a game prior to purchase, you'll find out if a game will be fun and can make a better educated choice.

The limits are too harsh. You can't tell if a game is good with only 2 hours and 2 weeks. Those limits need to be eased to 2000 hours and 20 years leased. Anything else is overly excessive capitalism treading on our rights as consumers who don't even own these games. We should be allowed to demand our money back whenever we want! -- Some entitled gamer, somewhere, probably on this forum.

Now in hindsight... I think I didn't like Star Wars: A new Hope when I watched it at the cinema back when it released. I want my movie ticket back... Oh wait the cinema doesn't even exist anymore...

The terms of Steam's refund policy were clearly posted on the website when you first created your steam account. The terms of Steam's refund policy has not changed since you created your steam account. By purchasing a license to a game on Steam you agreed to the terms of the refund policy.

It says 2 hours and 14 days. You played the game for longer than 2 hours. You are not eligible for a refund because you did not comply with the terms of Steam's refund policy. Steam's refund policy is set in stone and not up for debate. You do not get to play a game for longer than 2 hours then request a refund for it. 2 hours maximum only. If you go past 2 hours of play time on a game then you forfeit your ability to return it.

Perhaps this might be a lesson for you in life: You should read the terms of the refund policy on a website, or in a store before you buy something. If you don't like the terms of the refund policy then don't make a purchase there.
