I cant find the masks section in rdr2 at the fence?

I have been going all across the maps and not found a single fence that has had anywhere that has to be involving masks, I like committing crimes in the game but i always have witnesses so i get police on me so i really need a mask to hide my identity, but i cant find any in the fences that are across the map am i supposed to finish a mission or something to unlock it?
