When do people believe a Steam home console will come out?
There is a lot of smoke for this for it to be real. Steam Deck has probably been a bit of a blue print to test the waters too. For everyone who believes this to happen, when will it? Within a year? Before or after 2027 begin?

The last thing we need is yet another console out on the market.
It will probably be more of a Shield like device that would make this a more popular feature...

A "Steam home console" already came out. It was called the Steam Machine and it failed, just like the Steam controller failed, just like the Steam Link failed, just like the Steam Vive failed. Valve doesn't do well with hardware with the exception of the Steam Deck.
There was talk not along ago of making another attempt at a prebuilt Steam machine, but unlike specialty formfactors like the Steam Deck, I don't know if there enough consumers who would buy a prebuilt instead of building their own compact cube form factor to stick in the TV stand and set up Steam and Kodi and the like on.

A LOT has changed since that came out and lessons were learned. As you already have mentioned in regards to the Deck. Like, there's no way they'll release a new machine again with only Steam controller support, for example.

The Steam Machine was a terrible attempt. It didn't even reach most markets. But if Valve had made a concerted effort to push a console in regions where consoles carry more weight than PCs, they could've likely achieved something. But it's clear even with the Steam Deck, that they don't really care to make any such effort -- and would hand such a region off to a price-gouging third party seller.
