Can it run all games? Well, nothing can necessarily run all games. The Steam Deck is a Linux PC, so there are sometimes issues with certain games that utilize kernel-level, aggressive anti-cheat systems. Modern Windows often struggles with older games, which Proton via Linux handles very well, so there's pros and cons to both.
The Steam Deck uses a compatibility layer co-developed by Valve called "Proton". This is the magic sauce that allows Windows games to run on Linux. It's under continuous development, and what doesn't run today may very well run tomorrow. It's at a point now where whatever game you try, chances are it will work fine.
The Deck is available in the Philippines if you can get to the Game One stores at Vmall and Megamall. Some GameXtreme stores may also have them available. I don't think these are ♥♥♥♥♥♥♥♥ though, so prices may be higher, and it can be difficult to get support.
For the SD card, just make sure you're buying a real one. Fakes are everywhere.
Will it overheat? Probably not, but if it's a really hot day maybe. Mine has never had a problem. The OLED models run a little cooler if you're worried about it.
Might even be better off spending a little more and getting something like the Onexplayer Pro 2 or the RoG Ally.
