can you just connect dualsense to pc using steam?

To connect this thing to PC at all, you don't need Steam, you need Bluetooth (or a USB cable). To use it in games not supporting it natively (so the vast majority of them), you can use Steam.

it's basically plug and play, though you need to set your games to use it and create or use control schemes, before it's fully functional.

also might want to set steam controller settings specifically to playstation.

should also download the PS5 dual sense firmware program, so you can keep the controller updated.

No, you don't. As I said earlier, all you need is Bluetooth or a USB cable.

I've no idea how smooth it is on the PS5. I have a PS5 gamepad but I don't own a PS5.

That said, it's smooth. I'm the kind of guy to consider 30 FPS unplayable for the input lag and I feel the difference between real frames and generated frames. I am REALLY sensitive to input lag. And I don't have anything to complain about using a PS/XBox/Switch gamepad on my PCs over Bluetooth.
